On April 23, 2025, the official handover ceremony of Infrastructure University Kuala Lumpur (IUKL) took place, marking a momentous occasion. Guided by a vision of collaborative excellence, regional empowerment, and the dynamic fusion of education and enterprise, we move forward with purpose and unity. With the thoughtful support and encouragement of many—including the Malaysian government and the Embassy of China—we now step confidently into a new era of progress, forging pathways of leadership across ASEAN and beyond.
Professor Chen Xiaoyun, Chairman of Star Teenagers International Sdn. Bhd. and the new Chairman of IUKL, delivered the opening address. This was followed by warm speeches from Mr. Lenny Chong Ther Zern, Executive Director of Ikram Education Sdn. Bhd. (IESB) and former Executive Director of IUKL, as well as from Prof. Ts. Dr. David Ngo Chek Ling, the newly appointed President and Vice-Chancellor of IUKL. The University Senate, distinguished guests, and the dedicated faculty and staff of the IUKL community were all present to witness this historic moment.
IUKL will be marking a new chapter in international education cooperation and setting a new paradigm for Sino-Malaysian educational collaboration. The ship of international education, guided by the currents of our time, now sets course toward a future full of endless opportunities.
A Weighty Start, Laying the Foundations for Tomorrow
At 3:00 p.m., with the handover proceedings marking a new beginning, Chen Xiaoyun delivered a passionate keynote address titled “Uniting for Progress, Fueling Innovation, and Forging a New Future for IUKL.”
“At this special moment, I want to express my heartfelt feelings and noble aspirations with three key words: Gratitude, Remembrance, and Creation,” said Chen Xiaoyun.
He remarked that “as we celebrate 50 years of enduring ties between China and Malaysia, inspired by the aspirations of the ‘Belt and Road Initiative’ and the visionary ideals of Tan Kah Kee, we came from Anhui, China to the beautiful city of Kuala Lumpur and to IUKL. Today’s momentous handover ceremony stands as a defining chapter in the university’s history, one that will be remembered for years to come.”
“Gratitude,” Chen expressed. “Gratitude for this remarkable era, where the ideals of a ‘Human Community with a Shared Future,’ initiatives like the Belt and Road, and the global advocacy of vocational education have fostered deeper international cooperation and strengthened the enduring friendship between China and Malaysia.”
He also expressed his gratitude for the enduring legacy of Tan Kah Kee and the warm support of Mr. Chen Youxin, President of the Tan Kah Kee Foundation. When they met in Anhui a year ago, Mr. Chen Youxin shared heartfelt stories about Tan Kah Kee’s patriotic ideals, leaving a profound impression on him. It was through Mr. Chen’s encouragement and introduction that this meaningful collaboration was able to take
shape.
Finally, he expressed heartfelt thanks to Dato’ Sri Ir Chong Ket Pen, Executive Chairman of Protasco Berhad, for his genuine partnership and brotherly camaraderie, which paved the way for this meaningful collaboration. He also extended his appreciation to the university’s team and dedicated staff, whose commitment and warmth reflect the strong foundation and promising future of IUKL.
We arrive with the hope of opening a new chapter in China-Malaysia friendship, driven by a deep belief in the power of education. Staying true to this mission, we are committed to building a top-tier science and technology university in ASEAN—one that nurtures talent, uplifts communities, serves society, and strengthens lasting ties.
“Remembrance — only by honoring our beginnings can we move forward,” said Chen. He emphasized the importance of recognizing the enduring pillars upon which Protasco Group has built its educational legacy, as well as the dedication and perseverance of the staff and students who have shaped IUKL’s rich history, solid foundations, and growing global presence. Standing at this new threshold, he
committed to preserving the university’s spirit and traditions, while embracing innovation to craft a bold new chapter for the future.
“Creation.” Chen emphasized, “The new vision for IUKL is grounded in mutually beneficial partnerships, community impact, seamless integration of industry and education, and leadership within ASEAN.” The university is committed to these principles through a focus on internationalization, accessibility, high-quality applied learning, and exceptional service. By forging connections with institutions in China,
ASEAN, and beyond, IUKL aims to create platforms for shared success, gather toptier resources, foster deeper industry-academic collaborations, and strengthen faculty development. Ultimately, the goal is to elevate IUKL’s governance, enhance its core capabilities, and contribute to both local and global progress, marking the dawn of a new era of sustainable growth.
Chen’s inspiring and passionate speech was met with an outpouring of enthusiastic applause from the audience.
Through Transitions, The Legacy Endures.
In his speech, Prof. Ts. Dr. David Ngo Chek Ling expressed his deep honor in being appointed as the new Executive President and Vice-Chancellor of IUKL. With the guidance of Chairman Chen Xiaoyun and the new management team, the university will remain steadfast in its commitment to the core values of “Innovation, Excellence, and Responsibility.” It will continue to foster academic innovation, drive management reform, and strengthen its international presence, making an even greater contribution to the advancement of higher education.
Mr. Lenny Chong Ther Zern officially announced that 90% of Ikram Education Sdn. Bhd.’s equity, previously held under Protasco Berhad, had been transferred to Star Teenagers International Sdn. Bhd. He described Star Teenagers International as a visionary education group, with strong leadership and a forward-thinking approach to technology. Emphasizing that this was not just a change in management, but a meaningful transition and a continuation of the university’s vision, he spoke of the new
opportunities ahead. Mr. Lenny also expressed his gratitude to the university’s staff for their dedication and hoped that, under the new leadership, they would continue to embrace a spirit of excellence and openness, working together towards a brighter future.
He shared that exciting changes are on the horizon for the university, including a rebranding centered on science, research, and international collaboration. The rebranding will reflect a bold new vision, bringing fresh energy to the university and strengthening its focus on global partnerships, innovation, and sustainable growth. With all attendees as witnesses, Lenny Chong Ther Zern and Chen Xiaoyun officially
handed over the responsibility and mission, marking the beginning of a new era for IUKL.
